Possible Pinned Post For Rules Forum

My recent post in the OOB topic got me thinking.
Would it be worthwhile having a guideline Pinned Post giving information on how best to describe a Rules matter.
In the old Rules Books there was an outline explaining the types of information needed to get to an answer, in the Rule Book.

This mentioned things such as
Stroke Play or Match Play
Single or a Side (eg Four-Ball or Foursomes)
Where on the Course? Bunker,
and so on.
Thoughts?

It's still in the printed version of Full Rules, on page 16, but I can't find it in the electronic version (web page).  In the printed version it says (abridged):

Facts of the Case

- form of play

- who is involved

- what area of the course did the incident occur

- what actually happened

- what were the player's intentions

- the timing of the incident

But it's fun to guess all the unknowns and make assumptions.

Thanks Rogolf, I think a short friendly sentence or two followed by the Facts Of The Case as supplied in the link would be useful.
I will take my time and draft a few sentences.
Others may well propose something before I do. That would be welcome.
