I don't see any tap there, it's just using your hands properly during the putting swing*.

*Notice I didn't say stroke. 😁

At the 4.20 minute mark you get to see the one handed, split screen versions of how to do it, either hand - tap.
Then at the 6.20 mark you get to see it again but only down the line - tap again ?
Good system and very old technique for controlling the putter head but it's a tap rather than any type of swing or stroke. This style of putting was widely used and taught prior to the 1990's.

Everything old is new again !

Any thoughts on whether tap style putting is better on slow greens.

Guessing the tap putting technique is stopping the putter head very early into the follow through which accelerates the putter head through impact? Same principal when club head speed is needed in a bunker shot.
On slow greens I favour hitting up on the ball with the putter head moving in to out. This technique reduces the amount of ball skid and subsequent friction between ball and green surface by getting the ball rolling sooner rather than later.
This is the technique that Bobby Locke used to destroy the USPGA tour during his campaign in the US. He set up at address towards the toe of the blade then looped it back to centre through the stroke, hitting up on the ball.

Gotcha, I viewed that as a drill to promote the feel.

I use my hands a lot when I putt. The arms shoulders and body follow my hands not the other way around.

My 2 cents.

I don't change my putting to suit the pace of the greens, I try to either aim short of the hole on fast greens or beyond the hole on slower greens.
