The rule forbids grounding the club in a Hazard. " Nothing else ". To my Knowledge never has.I could be corrected on the latter.

Testing the surface, moving or removing loose impediments, building a stance, making a mark for alignment or placing something to help with your alignment are afew that come to mind.

We had someone at our club that famously drove a cart into a water hazard (a creek - I assume she skirted too close to the edge and just tumbled in).

Few are good
Some are ok
Lots are bad

Red P platers are notorious for going flat chat
Green P platers are a lot better than the red ones
