If 21 is the average, then I suppose that is respectable enough.
A player who scores 2 points for a 5 on a par 3 does not have a respectable handicap.

That's not the golfers fault more that the club should re rate the holes

I play up to 6 times a week. When would I find time to practise?
Use of woods is not permitted at the club's 'driving' range.
I sometimes have a few chips and putts before I play, always have a few stretches.

And then go for a 7km drive in a golf cart.

I stop and get out for a short walk every few hundred metres, or less.

I don't believe that at all. To reach your potential you'd have to get regular lessons and practice a lot. I'm a golf nut and I will never reach my potential because I have a life and don't have the time or inclination to practice enough to reach my potential. A lot of blokes who are off 28-36 would be retired and I bet they don't strive to improve. It's more likely that they just enjoy the walk. I know the blokes at my club just play for something to do. They have no interest in practicing.

What nonsense.

So players off 27+ aren't able to have lives as well? There is literally nothing wrong with a player not wanting to improve and just enjoying their golf when they get the time.

Regardless the point made is correct, there are countless players who for whatever reasons can't improve their handicaps, whether that be time, physical limitations, age, etc.

Just because you "can't improve your handicap" doesn't mean what I wrote is nonsense.

Physical limitations limit potential as does age but you still have potential to improve should you have the time and inclination to practice. If you don't have the time and or inclination, your potential will go unrealised.

Some of you need to get a dictionary and look up potential.

latent qualities or abilities that may be developed and lead to future success or usefulness

If there are no further latent qualities or abilities, all possible talent has already been developed, then there is no potential.
