There is nothing in the Rules which prohibits this now; any player can use a smartphone (or any phone) to call a Rules official.

However the players need to have a specific number to call. I have not heard of these numbers being supplied at Tournaments.
Is it happening anywhere?

Yes. Although there are roaming referees, we put the desk number on the local rules card issued to all players in our county competitions

 

My club runs a few 'elite' open comps where I am the only ref. The players have my number on the LR cards.

So far AAA is the only one with a modern approach at County events in this case.
Seems like it is uncommon. Pity.

At Victorian Golf League events, they include the mobile number of their attending rules referee on the local rules / info sheet.
