Cliff notes are:

Flexibility in formats of play, allowing both competitive and recreational rounds to count for handicap purposes and ensuring that a golfer’s handicap is more reflective of potential ability

• A minimal number of scores needed to obtain a new handicap; a recommendation that the number of scores needed to obtain a new handicap be 54 holes from any combination of 18-hole and 9-hole rounds, but with some discretion available for national or regional associations to set a different minimum within their own jurisdiction

• A consistent handicap that is portable from course to course and country to country through worldwide use of the USGA Course and Slope Rating System, already successfully used in more than 80 countries

• An average-based calculation of a handicap, taken from the best eight out of the last 20 scores and factoring in memory of demonstrated ability for better responsiveness and control

• A calculation that considers the impact that abnormal course and weather conditions might have on a player’s performance each day

• Daily handicap revisions, taking account of the course and weather conditions calculation

• A limit of Net Double Bogey on the maximum hole score (for handicapping purposes only)

• A maximum handicap limit of 54.0, regardless of gender, to encourage more golfers to measure and track their performance to increase their enjoyment of the game

Really hope the demonstrated ability brings the caps down otherwise getting stuck behind 54 cappers is going to make for a lonnnnnnnnnnnnnnnng round.

60 stableford points is doable. I'm sure on a good day, a 54 capper can have 30 over.  :rolleyes:

Something I think golf clubs should be encouraging is that your handicap determines what tee you play off yet still allowing everyone to play in the same comp. There is an assumption that it will be easier to win off the shorter markers and this might be the case if the courses aren't rated properly but mostly the ratings allow this to happen. I know of a course that offers stableford off the short course when the monthly medal is off the back markers because the old guys can't reach some of the fairways off the back markers and the short course has never had a score better than the long course on the same day. Even though it was organised to help the old blokes there are many younger players who occassionally choose the short course yet they still don't beat the best score off the back. 

You could have some overlap allowing players the choice of 2 tees. The longest course is only for single figures. The next course is for 6 to 18 etc.

You wouldn't have a beginner run a marathon or a white belt fight a black belt so I don't know why we have to have every golfer off the same tee.

I know a couple of cheats at our Club who would relish this happening, as they made full use of it a few years back in early Slope days, when we had social rounds counting.

 

Would welcome any format that handicaps on par and conditions on the day. Prior to the Slope system being introduced at our Club we had morning and afternoon CCRs which were more representative of the playing conditions due to our weather patterns (the wind is mostly much stronger in afternoon and thunderstorms).

 

As for a 54 handicap - when I started you were given a mximum of 18 and 'earned' the rite to go out through lack of ability, not by taking advantage of an 'every kid deserves a prize' system which resulted in a player reducing to their correct handicap. The old system of a Handicap Committee used to work very well, and there wasn't an option to appeal, or in the case at our Club, threaten legal action. Didn't that have our mamby-pamby Board at the time soiling their pants!

 

We had a 69 year old shooting his age for 45 points last week being beaten by a 22 marker having 47. Must admit anyone can have a day out, but the new Member/new handicap won on this occasion. Wouldn't of happened with our old Handicap Committee as new Members were watched like hawks. Just sayin'. :P

I am hoping this means they will be doing the handicaps better than the current system or tweaking it so that it isnt as easy to balloon your cap out.

I am hoping this means they will be doing the handicaps better than the current system or tweaking it so that it isnt as easy to balloon your cap out. 


I expect they are referring to our current 'anchor' system which prevents your 'cap going out excessively during a 12 month period.

No mention of our 7% deduction from the average of 8. Will that be abandoned as it's not used anywhere else in the world?

this means competitors in same competition on same day will be able to play from different handicaps from either Back, white or red tees as they choose.

 

ie Playa 1

handicap off Black /Blue  = 15 

White 13

Red =12

 

 

Will we see introduction of more stroke rounds to accommodate this change as USA system is based on stroke rounds not Stableford or Par.

 

There is no doubt the Stfd index of many holes will have to change from each tee, so clubs will have to re rate both holes and the Slope or ACR ratings off all tees and issue different cards to players depending on which tee they play from.

 

at my club the 2nd hardest hole 8th off blues is 375m index 2 off red tees its 336m and index 10.

and 7th hole 436m Blue index 16 off red its 411m index 7

 

No mention of womens handicaps as one assumes that women will play same tees of choice as men just adjusting their handicaps

white = 28

Black 31

 

but then which stableford index do ladies use if they play off whites. ?

 

Its going to be a fun time sorting out at club level on saturday morning
