Recreational scores will be 'allowed' but not required to be returned. In the USGA they are required at present.

They will have to be declared in advance. So the player can't just throw poor cards away. And they will require a marker.

 

But cheeters will always cheet, whatever the system and whatever the game.

WOW, handicap limit out to 54? :o

 

Yep, speed of play issues with that one ...

 

I'm not 100% up to speed with the US handicap system. But, the whole 'must use' recreational scores seems silly. Surely when you go out for a practise round over there, they don't put in those cards?

 

A change to 'allow' recreational cards, with an appropriate marker, seems OK to me. Yeah, cheaters will cheat and try to manipulate for club comps and those pro-am days like the Holden Scramble, etc. But, well, that's always going to happen, and has always anyway ...

objectively looking at it, one, how long will a punter be off 54 before they improve enough to be off less and two, how long will someone stick at the game if they are genuinely a 54 handicap. 

it will be a very minor impact to the overall scheme of it all

Things may have changed but in the USA the percentage of recreational, non competition games was very high.
Betting among friends was highly popular without any need for a formal competition. We bet in OZ but as a side bet to competition mostly. I am guessing that this is based on the fact that Clubs have formal yearly plans with lots of competitions.
If very big handicaps become the norm any competitions with any level of prizes will need to be in grades even for small fields.
At one time NZ was Handicapping Match Play rounds, allegedly because of inter club competitions and the number of handicap manipulators.
Quite unnecessary in Australia of course!

Although I don't know of very many genuine "stuck on 36" players

So...on a stroke day that a 54 marker has the equivalent of, oh I don't know...8 points?

 

That's 72+54+36-8=154 off the stick?

Can't clubs just stipulate that a condition of entry in their comps is a max hcp of 36? I mean if you have a 54 hcp you can still play in the comp, but, you will be off 36 not 54.
