30 cm Preffered lies in play, through the green with no mention of either closely mown or fairway.

 

Ball lies in the rough, can the ball be lifted and placed on a path within the 30cm and then further relief taken from the path?????

 

I dont see why not.

Can you prefer a path?

Dunno whether there's a ruling on it but the point of preferred lies is to move the ball to a better lie and I can't see how a path would qualify

It's an illegal local Rule, but yes, with the authorized local Rule, the ball can be placed on an immovable obstruction (path) or in GUR or in casual water and then relief from the new condition may be taken.  Even further, if the relief results in a situation where the local Rule is again applicable, it may be applied.

There'd be no point.  The nearest point of relief from the path would be back where it originally lay.  You can't go any closer to the hole. The only advantage could be that you may be able to get a little further from the path with a drop, then a preferred lie, which could help getting around something else such as a tree.

When taking a (legal) preferred lie you may move the ball onto the rough or onto a path. As said, relief from the latter may give you a better line of play. 

Further, you may place your ball on a nearby loose impediment or obstruction. eg tee up on a loose divot or a tee peg fortuitously left behind by a kindly player.

I would just drop it on the path and hit it from there, that's just me though

In the past when running late home from golf due to having a post round drink with the group, i had attempted to tell my wife the traffic was bad coming home and I'd also stopped to get milk. Nowadays I tell her we teed off late and it was a slow round due to the corporate day players in front of us. She has confirmed this is her preferred lie,
