I was talking about an actual wind measuring device, not a weather report from the bom.

Accounting for the slope impacts your club selection. Do you really not know that?

You can check the temperature in town via BOM on your phone but may not look at a thermometer hanging from your bag.
Why is one allowed to take a drop from a hazard or unplayable, but not from the wrong side of a fence or ball lost in bush?
The rules are designed to be contrarian.

If you are lost you don't know where you are-by definition in fact. So where to drop.
