I think the threat of perjury and jail time is why he’ll go to his grave never having confessed.

Mind you if he does man up, admit it to the world, take his jail time (Marion Jones only got 6 months and she had 5 Olympic medals) and comes out the other side a humble man still campaigning for cancer awareness etc, the public would largely forgive him.

Carl never got banned because usada are cheaters too, maybe they have seen the error of their ways though , lance took drugs to win, he cheated to win at sport , he didn’t do it for his charity , he did it for himself,
