Drop rules, GUR beside fairway bunker.

13th hole at my local has a fairway bunker one left hand side of fairway. Course works further left of bunker is marked as GUR.
What is the drop ruling if landing in the GUR.
Playing partner droped the ball, not nearer hole, back on fairway. i.e. over bunker.

 

Through the green, determine NPoR and drop, without penalty, within 1 club length of that spot, ball not to be dropped in a hazard (eg bunker) or on a putting green (r.25-1b(i)). If that means fairway, so be it.

 

If the npr appears to be in the bunker, it may be that going back further towards the tee is not the right answer. You may need to go sideways.
The npr itself must not be in a hazard nor must the drop point.

 

TTG a NPoR can’t “appear to be in the bunker” if “The npr itself must not be in a hazard”.
Or are appearances deceiving?

 

By definition a Hazard can not be a point of relief… and can’t be taken into account at all, it should be ignored and the nearest point no nearer the hole (NOT the nicest point) must be the drop point.

ahhh “consistency” the holy grail of golf….

Unless you are taking relief in the hazard (eg. casual water in a bunker, ball must be dropped in the bunker).
