A player may change his ball if it’s unfit for play, he deems it unplayable or if he drops away from a water hazard. And of course the vall may changed on every tee.

Sorry, but 12-2 is not about lifting without marking in general, 12-2 is about identification of the ball.
If the player fails to mark the ball before lifting in a case where the ball is to be replaced, he incurs a penalty stroke under Rule 20-1/18-2a

My original post was about rules most broken. My contribution is rule 12-2, which is, as you know, lifting the ball for the purpose of identifying it. This is the rule which is often broken at my club. Players constantly lift the ball to identify it without marking the position, thereby breaking the rule.

most broken rule at my club is they let women play there. second would guys botting smokes every week
