loose impediment on green

Last week end one of my playing partners was putting from just off the green and walked on and picked up a leaf that was on his line.One of the other players claimed he could not remove it as he was OFF the green. My reply was he was full of sh1t that there was no rule in the book that says you can’t remove a loose impediment on the green if your not on. I haven’t been able to find anything that says different, am I correct or have I missed it somewhere in the book.

You may remove all the losse impediments you want in a hazard…as long as your ball isn’t in it ;-)

Whats the rule with sand on the green from a bunker if u are in the bunker or off the green?

 

Sand on the green is a loose impediment (but not elsewhere) and may be brushed aside. I doesn’t matter where your ball is.
You cannot move sand which is on the fringe.

What other rules are we not playing by?
