Max clubs in bag

I am only playing socially at the moment and carry more than 14 clubs in the bag, 16 in fact. Now, when I get my handicap back, and start playing can I just say before a round, that I will not be using club x and club y during the round and leave the extra clubs in the bag or do I have to remove them?

Golf is played in a very small area, the 6 inches between your ears...

One swing to hit the ball,
one swing to find a score,
One swing you bring to all,
And on the fairway find them.

 

You may not begin the round with more than 14 clubs in bag.
(Rule 4-4a)

You can not declare them out of play before the round.
If you want to bring them anyway, you can declare then out of play once the round has started, and that will cost you a penalty of 2 strokes in stroke play/loss of hole in match play.

If you use one of of them after this, you will be disqualified,
(Rule 4-4c)

Better leave them home.
