No he doesn’t. 40% of your last 20 rounds count towards your handicap. Roughly 20% of your rounds will be played to or below your handicap.

I only have one flagged round at or below HC, mm, I am inconsistent.

No, he means 20%. Only 40% of the scores are being considered (best 8) and, as there’s an averaging factor, only half of those would better the average. Throw in the 7% deduction across the 40% of scores and the nett effect is around 17%.
